He is available for consultation with individual congregations at the request of their board presidents and/or ministers regarding such areas as growth, long-range planning, conflict, group process, leadership skills, and related issues, conducting workshops and doing assessments of congregational health. He serves as a resource by providing information to the PSWD Board of Trustees, District committees, affiliates, congregations, and the Ministers' Association (UUMA). Communications among congregations, the District, and the UUA are facilitated by the District Executive. The District Executive is available as a speaker or facilitator at ministers' installations, community religious ceremonies, and committee retreats.

UUA Trustee
The PSWD, along with other districts in the Unitarian Universalist Association, elects a member of the UUA Board of Trustees. Trustees serve four-year terms and are limited to two terms. They meet four times a year, three times in Boston, and once at General Assembly. The trustees are the policy-making body for the Association. Tom Loughrey, as trustee for the PSWD, is a voting member of the District board, as well as the UUA board, and serves as the District's liaison to the UUA.
PSWD Board of Trustees
The PSWD Board of Trustees is an elected body of nine trustees responsible for development of the District's policies and assessment of the programs of the District. Its goal is to support the advance of programs and purposes of the Unitarian Universalist Association, and to support local societies. It is responsible for oversight of the budget, which is approved by the delegates at the annual meeting. The board, working with the District staff, encourages the growth, development and extension of Unitarian Universalist ideals through local congregations. The board meets a minimum of four times a year. Visitors are encouraged to attend the meetings and to share their concerns with the board.
